Funding the development of social infrastructure has significant financial implications. For the purposes of this work, social infrastructure includes local level facilities through to regional facilities.
It includes different types of infrastructure for sports and recreation, arts and culture, information and library spaces, parks, health facilities, community facilities etc. This is true for communities with a growing population (and therefore a growing demand) and for communities with a declining population and shrinking ratepayer base.
